APTech is pleased to announce Mr. Mark Woods, P.E. as the latest addition to the APTech team. Mark joins us as a Senior Engineer in our State and National Agencies program area and brings over two decades of pavement engineering experience. Since his arrival, he has already played a pivotal role in several ongoing projects and proposals, and we are excited to have his expertise in these endeavors.

“It is a delight to welcome Mark to the APTech team,” said Kurt Smith, P.E., APTech’s Vice President and State and National Agencies Program Director. “His experience in pavement engineering and pavement management, coupled with his highway agency background, will be of tremendous value to our clients.”

Prior to joining APTech, Mark worked for the Tennessee Department of Transportation (TDOT) as a State Pavement Engineer from 2016 to 2022. In that role, he oversaw TDOT’s statewide pavement network by monitoring and predicting conditions, setting performance targets, and overseeing the selection of pavement preservation, rehabilitation, and resurfacing projects.  

He also previously served as a State Asphalt Materials Engineer from 2011 to 2016 and led the pavement evaluation section, as well as managing the statewide asphalt paving program focusing on materials and construction specifications.

Mark is also an active participant in the pavement research arena. At the national level, he has served in the following capacities:

• Member of the Transportation Research Board (TRB) Standing Committee on Pavement Preservation (AKT20).

• Member of the TRB Standing Committee on Pavement Condition Evaluation (AKP10).

• Former member of the TRB Standing Committee on Surface Requirements of Asphalt Mixtures (AFK40).

When Mark isn’t providing clients with his pavement expertise, he can be found playing soccer, wiffle ball, tennis and a number of other made-up sports in the backyard with his two sons.
