Leadership

President: Monty Wade, P.E.

 

Monty's 24-year career as a pavement engineer includes a vast array of project work. Monty’s experience includes research, evaluation and design, pavement management, and technology transfer.  His projects have supported both airfield and roadway clients in the public and private sectors across North America.  Monty has been instrumental in managing and strategically guiding APTech over the last several years and intends to continue to lead APTech along a path of success in years to come.

Executive Vice President: Kathryn A. Zimmerman, P.E.

 

Katie Zimmerman has earned a national reputation for her expertise in pavement management and life-cycle costing experience working for transportation clients across the country. She has assisted with the implementation of pavement management, preventive maintenance, and contract maintenance concepts for state highway agencies and other transportation agencies including municipalities and airports. Katie regularly promotes the transfer of pavement technology by conducting training courses and is regularly sought out as a presenter at technical conferences.

Vice President: David G. Peshkin, P.E.

 

David Peshkin is an accomplished pavement engineer with extensive experience in pavement evaluation, pavement design, and pavement maintenance and rehabilitation techniques. He has been instrumental in nationwide pavement evaluation projects, examining pavement performance, modeling, and developing rehabilitation recommendations. He has also played a leading role nationwide in researching and speaking on preventive maintenance. David has devoted a significant portion of his career to technology transfer activities, assisting in the development of many successful training courses, and presenting those courses to thousands of engineers and technicians around the world.

Vice President: Margaret R. Covalt, P.E.

 

Maggie Covalt is at the forefront of the airport pavement management field and is closely involved with the pavement-related technological advances within the aviation community. She is the co-designer of APTech's suite of pavement management software, and was a research engineer on the original development of the MicroPAVER pavement management system. Maggie is known not only for her technical expertise, but also for making client satisfaction a top priority—managing highly successful projects on-schedule and within budget.

Vice President: Kurt Smith, P.E.

 

Kurt has more than 30 years of experience in the areas of pavement design, evaluation, and rehabilitation, and over the years has led nationwide studies on pavement performance and pavement rehabilitation effectiveness and has conducted numerous pavement evaluation projects on both highway and airfield facilities.

Technical Services Management Team

Local Municipalities & Private Agencies Program Director: Mark Gardner, P.E.

 

In his 32 years of pavement engineering, Mark has amassed extensive experience with roadway pavement evaluation, design, and management. Mark's expertise includes coordinating pavement distress surveys (automated and manual) using the Pavement Condition Index method, linking geo-referenced roadway asset data to geographic information systems for visualization and reporting, and developing practical maintenance and rehabilitation plans. Mark has also presented budget and performance forecasts to county boards and commissions, resulting in increased agency funding.

State & National Agencies Program Director: Kurt Smith, P.E.

 

In addition to be a company Vice President, Kurt oversees the pavement research and training segment of the firm, while also actively managing several projects and serving as an advisor and technical analyst on others.  Kurt has more than 30 years of experience in the areas of pavement design, evaluation, and rehabilitation, and over the years has led nationwide studies on pavement performance and pavement rehabilitation effectiveness and has conducted numerous pavement evaluation projects on both highway and airfield facilities.

State Airport Agencies Program Director: Maggie Covalt, P.E.

 

In addition to being a Vice President at the company, Maggie also serves as the Program Director of the State Airport Agencies Program. Since 1986, she has focused her career on airport pavement evaluation and pavement management.  She works closely with aviation agencies to assess pavement condition, establish or update a customized airport pavement management system (APMS), and develop a maintenance and rehabilitation plan that provides a cost-effective approach for preserving the valuable pavement infrastructure. Maggie is a veteran project manager, and has played a key role in APMS projects for twenty-nine states and twenty-seven commercial service airports.
